What is free is only online gaming (Call of Duty games for example), but especially not downloads or internet browsing, if you start downloading games or music on your console with your mobile network you will pay or use your data credit depending on the plan you have, be careful not to end up outside your plan. It is possible to set a mobile data consumption limit in the settings as shown in the video to be sure not to exceed your credit.

Why is it free?
Well, it's quite simple, if you read the user manual for your console or ask a salesperson in a video game store if the PS3 wifi connection is free, you will see that it is.
So the operation is simple, you activate the 3G / 4G of your phone and everything necessary to use it as a modem by following the tutorial.
You connect your PS3 to it via Wifi, the laptop will then take the 3G / 4G connection from the network to convert it into a Wifi connection and then send it to the PS3. But since the PS3 Wifi connection is free, it's a bit like the phone is only detecting it and nothing else, so the 3G or 4G will go into passive mode and will not drop, as if nothing had happened.
Simply that to play online you don't download anything, you just connect to a server, so there is no data download.
